To provide water transportation service for patients of Weeneebayko Health Ahtuskaywin between Moosonee and Moose Factory, Ontario.

As part of its operation, Weeneebayko Health Ahtuskaywin requires the use of water transportation services to transport patients between Moosonee and Moose Factory. The transportation requirement involves crossing the Moose River by watercraft in spring, summer and fall.

Duration: The duration of the contract will be for two (2) years and starts on the earlier of May 1, 2010 or when the river is deemed safe for patient travel. The successful candidate will be expected to be available for service within a 24 hour notice period.

SPECIFICATIONS
Local Water Transportation Services
Weeneebayko Health Ahtuskaywin, Moose Factory, ON.

OVERVIEW

This agreement is to provide local water transportation between Moosonee and Moose Factory for patients, escorts, other authorized persons and their luggage, and shall include small parcels, packages, medical kits and supplies. This requirement will cover the period in the spring, summer and fall.

Transportation requirements vary with weather conditions and airline schedules, and are subject to the needs and requirements as specified by the "Travel Authority".

REQUIREMENTS

1. Round Trips

During the appropriate period, a round trip will be watercraft travel over the Moose River, with the starting and ending destination being the Weeneebayko Health Ahtuskaywin dock.

2. Hours of Coverage

The Contractor will be required to provide twenty-four (24) hour coverage, seven (7) days a week, as and when required without due delay.

Regular scheduled trips will be, as required by the Client Services Department. Regular scheduled trips are subject to change or cancellation due to late aircraft arrival, weather conditions, flight schedule changes, no scheduled passengers, or other unforeseen conditions.

The Contractor will be required to provide transportation services for trips other than "regular scheduled trips", as and when requested by the Supervisor of Client Services or designate.

The Contractor (or designated representative) must be available by telephone and/or radio twenty-four (24) hours a day, seven (7) days a week to:

    (a) Arrange for notification of departure/arrival trips.
    (b) Ensure all passengers are picked up as required.
    (c) Ensure against undue delays in unscheduled trips.
 

3. Site and Trip Authority

The Chief Executive Director of the Board delegates to the Client Services Department of Weeneebayko Health Ahtuskaywin the authority to schedule trips.

4. Destination Points

Destination points in Moosonee may include the Public Docks or Private Docks.

Destination points in Moose Factory will include the Hospital Docks and may include the Public Docks or other Private Docks; only in extreme cases where for some reason the Hospital Docks are not accessible.

5. Water Craft Standards

Watercraft used by the Contractor for passengers shall be radio equipped and adequate for carrying a minimum of eight (8) passengers and luggage in safety and comfort. The Contractor is required to have available a sufficient number of watercraft and drivers/pilots to provide continuous passenger service without undue delay.

It is understood and agreed that a watercraft assigned to make a trip will be considered to be in the service of the Board throughout the trip. Any incidental revenue from the transportation of unauthorized passengers or freight will be credited to the Board.

Watercraft shall be in good and safe mechanical condition, and be covered cabin type to protect passengers from inclement weather at all times, day or night. Watercraft shall contain sufficient life jackets and other required safety equipment for the number of persons on board.

6. Drivers/Pilots

Drivers shall be licensed and properly trained and provide courteous and punctual service.

There will be a minimum of two properly trained persons at each docking station to ensure the safety of the clients during the on/off loading stage.

Drivers/Pilots shall be competent and knowledgeable in the handling of the watercraft, properly trained and provide a courteous and punctual service.
 

7. Docking

The Contractor is responsible to ensure that docking facilities are safe and meet minimum safety requirements for clients which include on-going maintenance of the ramp; hand/guard rails; dock to have a minimum width of 6 feet, non-slip surface and junction plates.

8. Insurance

The Contractor shall maintain the minimum Public Liability Insurance for commercial carriers, as required by Municipal, Provincial or Federal Laws. This insurance shall include the Board as an assured and not as an owner, with satisfactory proof that such policy (policies) is/are in full force and effect.

9. General Requirements

The Contractor must provide continuity of service during periods of illness, mechanical failures, vacations, and strikes.

The Contractor is responsible for loss or damage of equipment under his control due to negligence, wear and tear beyond normal use.

The duties of this contract must be performed to the satisfaction of the Board.
